Proposed ordinance blocking evictions for tenants owing less than one month of fair market rent

Mayor Daniel Lurie declared a rent emergency Sept. 10 as one-bedroom rents hit $4,300 a month, up $1,000 in a year. His $30 million package caps banked rent increases and capital improvement charges at 10% a year for rent-controlled units, blocks evictions for tenants owing less than a month of fair market rent, and raises Ellis Act relocation payments by 25%.

The city says emergency calls about homeless people dropped 34 percent and calls about public drug use fell 22 percent since the plan began June 7.
