Prohibition repeal and state liquor licensing (1933)
The 21st Amendment ended nationwide Prohibition and gave states control over alcohol sales. States created licensing systems, so a government permit became a legal requirement before any bar or liquor store could open.
Many licenses were issued; some businesses opened, while other licenses lapsed unused.
The pattern of license-as-permission became standard across regulated industries, from bars to beauty salons.
Beauty Infinity Salon's county license is the same kind of precondition: it clears the business to operate, but it does not guarantee the salon will open.
