California nurse-to-patient ratio law (1999)
California became the first state to mandate minimum nurse-to-patient ratios in hospitals, after a law sponsored by the California Nurses Association. Ratios were phased in starting 2004.
California hospitals had to hire more nurses and adjust staffing models, leading to improved patient outcomes in many studies.
The law set a national benchmark; other states have considered similar legislation. Kaiser has historically cited compliance with these ratios.
Nurses are now arguing that Kaiser's staffing system, which is supposed to ensure these ratios, is being manipulated. This dispute tests whether the existing ratio law is adequately enforced.
