Presiding over both cases; preliminary injunction issued September 4, upheld by First Circuit September 10

Judge Indira Talwani issued a preliminary injunction September 4 blocking the U.S. Postal Service's new mail-ballot rule for the November 3 midterms. The First Circuit upheld that block September 10, and the Justice Department is now pressing its emergency appeal at the Supreme Court.

Rule Changes

Granted summary judgment in a companion case Aug. 25, keeping the Postal Service from enforcing the ballot-verification rule even after the Supreme Court let other parts of the order move ahead.

For more than a century, states have run their own voter rolls and decided who gets a mail ballot. In March, President Trump ordered the federal government to build one national list and told the Postal Service to mail ballots only to people on it.
